Connellsville City Council Special Meeting - Minutes March 6, 2014 This special meeting of the Connellsville City Council was held this evening at 5:00 p.m. at City Hall, Connellsville, PA. Attending this meeting was Mayor Lincoln, Council members Karpiak, Zolbrod, Geyer and Ritch. Also attending this meeting was City Clerk Tesauro and Solicitor Witt. •

Resolution No. 3-2-2014:• “REGIONAL ENTERPRISE ZONE RESOLUTION, RESOLUTION OF CITY OF CONNELLSVILLE (THE “CITY”) APPROVING THE BOUNDARIES OF AN ENTERPRISE ZONE AREA OR AREAS WITHIN THE MUNICIPALITY AND APPROVING AN EFFORT TO JOIN THE MID MON VALLEY REGIONAL ENTERPRISE ZONE PROGRAM.•

WHEREAS, the Pennsylvania Department of Community and Economic Development (DCED) administers an Enterprise Zone Program to help financially distressed municipalities promote job growth and take advantage of business expansion opportunities within their borders; and •

WHEREAS, DCED requires Enterprise Zone Program participants to prepare a five-year enterprise zone economic development strategy; and,•

WHEREAS, The City seeks to join with the nine municipalities that participated in the development of a regional enterprise zone economic development strategy; and,•

WHEREAS, The City assigns the development of the regional economic development strategy to the Mid Mon Valley Regional Enterprise Zone Steering Committee that includes representation from the City; and,•

WHEREAS, it is necessary that the City approves the boundaries of the enterprise zone area or areas within the City of Connellsville and the City has reviewed the boundaries of the proposed enterprise zone area or areas within the City as indicated on the attached map (Attachment A).•

NOW, THEREFORE, BE IT RESOLVED THAT:•

1. The City approves the development of the regional enterprise zone economic development strategy by the Mid Mon Valley Regional Enterprise Zone Steering Committee.•
2. The City approves the boundaries of the enterprise zone area or areas within the City as indicated on Attachment A.•
3. The City approves the bylaws of the Mid Mon Valley Regional Enterprise Zone as provided in Attachment B.•
4. With this resolution, the City does not assign, delegate, defer, or appoint to the Mid Mon Valley Regional Enterprise Zone Steering Committee any power, right, or authority with respect to zoning and planning (or any other governance authority under the Municipalities Planning Code); the application, approval, or expenditure of Community Development Block Grant and other grant funding; or any other federal, state, or local programs or initiatives.”•

A vote upon the adoption of the resolution resulted as follows: Affirmative were Councilmen Geyer, Karpiak, Ritch, Zolbrod and Mayor Lincoln. The majority of the votes being affirmative, the resolution was adopted.•

• Geyer questioned whether C-2 Highway Commercial and C-3 Corridor Commercial Zones could be added to the resolution.•

Jack Nolan with the Third Sector Development, which is working with Mid-Mon Valley Regional Enterprise Zone, answered “As long as they are commercial-oriented zones, I don’t have a problem with that.” He further stated he hopes to hear back from the state within 60 days. •

A vote upon the adoption of the resolution resulted as follows: Affirmative were Councilmen Geyer, Karpiak, Ritch, Zolbrod and Mayor Lincoln. The majority of the votes being affirmative, the resolution was adopted.
